Main owners: Kōbe City (40%), Sanyō (12%), Hankyū (9.95%), Hanshin (9.95%) and Kōbe Dentetsu (2.9%).
The company is a category 3 railway business, i.e. it only owns the infrastructure and do not operate the trains itself.
The railway's purpose is to join together the interurban railway companies serving Kōbe. Sanyō, Hankyū and Hanshin Railways, all 1435 mm-gauge, are joined through Kōbe Kōsoku.
The Kōbe Dentetsu is using the short part into Shinkaichi to facilitate transfers between the railways. However, as their trains are 1067 mm-gauge, there are no through operations.
The lines owned by Kōbe Kōsoku are:
"Tozai line"
Hanshin Kōbe Kōsoku line: Nishidai - Shinkaichi - Motomachi
Hankyū Kōbe Kōsoku line: Shinkaichi - Hankyū Sannomiya
The section Shinkaichi - Kōsoku-Kōbe (0.6 km) is operated by both Hankyū and Hanshin.
"Namboku line"
Kōbe Dentetsu Kōbe Kōsoku line: Shinkaichi - Minatogawa
Kōbe Kōsoku also owned the infrastructure of
Hokushin line between 2002 and 2020.
