Before 1997, the line was a part of the JR Shinetsu line. When the Nagano Shinkansen opened, the Shinetsu line was closed over the cumbersome Usui pass between Yokokawa and Karuizawa and the section Karuizawa - Shinonoi was taken over by Shinano Railway.
JR Shinetsu line is used by the Shinano Railway trains between Shinonoi and Nagano,
